In the 70’s and 80′ …
In the 70’s and 80’s, to call someone a “whiz” meant that the person was a prodigy. I think that it was shortened from wizard (e.g. “pinball wizard”). I am not sure why the “h” was added. It normally was not associated with urination.

While I remember these shoes and this commercial, neither I nor any of my friends (nor anyone I knew for that matter) wore these. They were not very durable, as I understand it.
